INTRODUCTION:
The position is located on Camp Foster, Personal & Professional Development -Education and Career Services, Marine and Family Programs Branch. The position is required to travel to the six MCCS branch libraries located on Camp Foster, Kinser, Futenma, Courtney, Hansen and Schwab and remote locations such as the JWTC. The position requires recurring, non-standard hours of duty to include rotating shifts, evenings, nights, weekends, holiday hours or extended hours.

DUTIES AND RESPONSIBILITIES:  
Performs a variety of duties to support all MCCS branch libraries under the direct supervision of the Supervisory Librarian:

Supports library staff in their programming efforts by assisting in guiding their planning efforts. Provides recommendations to library staff about scheduling, content, and execution of library programs. Presents library programs in the absence of regular program presenters.

Acts as a NAF Purchase Cardholder to purchase all items related to the events and supplies needed for events in the libraries. This requires immaculate bookkeeping and very strong organizational skills to effectively perform. These records are subject to intense scrutiny and accountability. Ensuring the library is sufficiently prepared for events is of the utmost importance and requires the incumbent to perform extensive market research, in-person shopping, and transportation of goods.

Leads library staff in providing engaging library events that accomplish the goals of connecting our patrons to resources and secondarily, bring patrons to the library. Ensures that library events that do not accomplish these goals are adjusted or removed.

Assists library branch managers and branch program presenters in their requirements to provide at least one adult library program per week, as well as children's programs at the Foster, Kinser, Courtney, and Hansen libraries.

Maintains a calendar of celebrations and effectively communicates the upcoming events to branch staff.

Provides training to all employees regarding library programs and ensures they have knowledge of and access to the resources available to them at the LPC. Supports library staff by regularly distilling information from professional collection titles about library programs, communicating this to branch staff who present programs. Encourages Library staff to use the professional collection to make library programs more effective.

Plans, coordinates, and conducts the annual Summer Reading Program for adults and children. Ensures that all events are age-appropriate and well researched to meet both the educational needs of participants and the professional standards of MCCS libraries.

Coordinates and attends monthly programming meetings with co-workers to share information, provide suggestions and determine supply needs.   Provides minutes of the meetings to all library staff.

Conducts tours and offers programs to visiting groups. Attends and promotes library services at local community events. Provides outreach to encourage library use at places other than the library, including events at schools, info fairs, newcomers¿ briefs, job fairs, etc.

Prepares, arranges and maintains content to promote library programs and services. Prepares and distributes official information via the web and social media, prepares articles for Okinawa Living, assists with the creation of MCCS television announcements, and other media. Delivers library briefs and presentations as needed. Acts as liaison between patrons and the library  on social media.

Inventories equipment and supplies relating to events and programs at the Library Processing Center on a recurring basis and purchases items to replenish damaged, missing or depleted supplies. This often requires lifting of heavy boxes and moving bulky equipment.

BASIC REQUIREMENTS:

  1. Must have at least one year experience that demonstrates knowledge of basic and well-established library procedures related to routine and repetitive aspects of major library functions and developing/presenting library programs.
  2. Experience working with children and adults, both one-on-one and in group settings.

QUALIFICATION REQUIREMENTS:

  1. Must be able to accommodate a flexible work schedule to include weekends, holidays and evenings.
  2. Must be able to travel to the six MCCS branch libraries on Okinawa.
  3. Must be able to work independently as well as in a team environment.
  4. Basic office skills in typing, filing, good customer service skills, and knowledge of Microsoft Programs such as Word, Excel, PowerPoint, and experience working on various social media platforms.
  5. Have a strong command of English including speaking, reading and writing.
  6. Ability to perform and/or present in public. 
  7. Flexibility to adapt to a changing environment as required by mission.
