INTRODUCTION:
This position is located in the Internal Control Branch (ICB), Management Analysis Section, Marine Corps Community Services (MCCS), Marine Corps Base, Camp S.D. Butler, Okinawa, Japan.  The incumbent reports to the Management Analyst Supervisor.  

DUTIES AND RESPONSIBILITIES:
Performs a full range of technical accounting support as directed by the Director, Internal Control Branch (ICB) to include review of controls and quarterly cash counts of change funds and petty cash funds at MCCS facilities. This includes planning and performance of tests of internal controls and other internal audit functions (both financial and operational) at various activities within the MCCS Division. Assists higher level fiscal office problem issues, and may periodically perform as lead with lower level accounting staff on assigned projects. Coordinates with AMO / Central Cashiers for all change fund and petty cash fund accounts, and fund custodians that are updated frequently.

Develops, conducts, and evaluates new employee orientation and continuing employee training in all aspects of cash handling, security, and accounting basics. Provides interpretations of regulations and technical assistance to employees, supervisors, and managers regarding internal control principles and concepts. Make recommendations to improve accuracy and promote efficiency in MCCS activities.

Other functions include, ensuring compliance with MCO PI 700.27, the MCCS Policy Manual and MCO P4600.17, Marine Corps Exchange Security and Loss Prevention Manual and other orders pertaining to the operations of the MCCS Division.

Provides scheduled on-the-job trainings to MCCS employees on cash handling procedures and internal control policies.

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.  Acknowledges customers, smiles and makes eye contact.  Asks questions to determine, verify and solve problems.  Checks for satisfaction on the quality of goods and services.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for guidance when problems arise.  

Adheres to safety regulations and standards.  Uses required safety equipment, and observes safe work procedures.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.  
This is a white-collar position where occasional lifting up to 20 lbs may be required.

Performs other related duties as required.  

BASIC REQUIREMENTS:

  1. Bachelor's degree from an accredited college or university in accounting, auditing, business administration or a related field, OR an Associate's degree in a related field plus two years of cash handling or auditing experience, OR four years of progressively advanced experience in cash handling procedures (such as banking, financial reconciliation, auditing, maintaining financial records, etc.) that demonstrates an appropriate level of knowledge and experience required for the position.
     
  2. A valid Government Owned Vehicle (GOV) operator¿s permit is required for the performance of duties for this position. Inability to obtain or maintain appropriate GOV licensing will result in termination for lack of qualifications. The incumbent is required to obtain a required GOV license within 30 days of hire.


QUALIFICATION REQUIREMENTS:

  1. Knowledge of PCs and software such as word processors, spreadsheets, presentations, and databases with the ability to produce a wide range of documents.
  2. Experience in cash handling and knowledge of cash handling procedures in environments such as federal institutions or commercial institutions.
  3. Proficient in operating Microsoft Programs such as Word, Excel, Outlook, PowerPoint, etc.
  4. Ability to communicate effectively, both orally and in writing, as well as presentation skills.
  5. Ability to travel to all Marine Camps aboard Okinawa and Camp Fuji as required.


This position is designated as a Position of Trust, and the incumbent must be eligible for a background check.  Appointment and continued employment is subject to a favorable National Agency Check (NAC) Background Security Investigation and maintain updated checks to include the Child and Youth National Agency Check with Inquiries (CNACI).
