MILITARY SPOUSE DIRECT HIRE AUTHORITY

This position is located with the Air Force, Kadena AB, Okinawa, Japan.

Appointments are on a time-limited basis, Temporary or Term. Initial Term appointments will not exceed 2 years with the ability to extend for two additional terms (not to exceed 2 years for each extension) NTE a total of 6 years.

Spouses must accompany sponsor on PCS orders, be in the local commuting area, and currently reside with the sponsor. This authority allows military spouses to be hired for positions on a temporary basis, while maintaining their military spouse preference entitlements to seek permanent job opportunities. 

SUMMARY

To serve as a security assistant assigned to the Pass & Registration Section of the Plans & Programs Flight and to process various security related documentation including requests for issuance of Contractor Access Badges, Proximity Badges, identification credentials, as well as other documents to include vehicle registrations, vehicle passes and Defense Biometric Identification System (DBIDS) cards and passes.

DUTIES

  • Processes applications and issues identification cards, contractor access badges, vehicle registration, and temporary passes to eligible personnel. 
  • Maintains controlled forms. Maintains control logs for identification cards and contractor access badges for maintenance and destruction of accountable forms in accordance with applicable AF instructions.
  • Carries out routine, miscellaneous clerical tasks. Performs clerical support duties to ensure efficient office operations.
  • Provides general customer service. Focuses on responsive and accurate customer service within the Pass & Registration/Visitors Center environment.

  • Work may occasionaly require travel away from normal duty station on military or commercial aircraft.
  • Must  obtain and maintain a SECRET security clearance.
  • Disclosure of political appointments
  • This position requires shift work by the employee which may require other than normal duty hours. It may include evenings, weekends, and/or holidays.
  • Typing and computer operation is performed, however, a qualified typist is not required. 
  • May be required to perform vehicle scans using the Vehicle Scanning System for vehicles requesting entry into the installation. 
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. 
  • Department of Defense Security Fundamentals Professional Certification, Security Program Integration Professional Certification, and Special Program Security Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 

QUALIFICATIONS

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

GENERAL EXPERIENCE: Applicants must have at least one (1) year of general experience. General experience is progressively responsible clerical, office, or other work that indicates my ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Knowledge such as the body of standardized rules, regulations, and directives to support and process a variety of standard personnel security actions, ID cards, vehicle permits, restricted area badges, or other forms of authorization.

EDUCATION: Applicants must have successfully completed 2 years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of mission, policy processes, procedures and customer service goals sufficient to perform the routine, procedural work of the Pass & Registration Section, as well as knowledge of general office clerical functions.
  2. Knowledge of procedures, forms, and information required to verify against authorized documents, issue badges, passes, vehicle permits, or other forms of authorization.
  3. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, an insert data/information; and produce a variety of documents and reports.
  4. Ability to plan and organize work, follow instructions, guide others and accomplish mulitple ongoing projects.
  5. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy.
