The primary purpose of this position is to serve as a Human Resources (HR) Specialist responsibility for carrying out the full range of human resources services for assigned organizations.

This announcement covers all Human Resources Positions to include Human Resources Specialist (Recruitment and Placement), Human Resources Specialist (Employee Relations).Qualifications:
Appointments are on a time-limited basis, Temporary or Term. Initial Term appointments will not exceed 2 years with the ability to extend for two additional terms (not to exceed 2 years for each extension) NTE a total of 6 years.

Spouses must accompany sponsor on PCS orders, be in the local commuting area, and currently reside with the sponsor. In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and management Positions.

GS-07: Applicants must have at least one year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes performing HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques; performing employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues; and gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
OR
Education: Successfully completed 2 full years of progressively higher-level graduate or master's degree that is directly related to the work of the position. NOTE: You must submit a copy of transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques; performing employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues; and gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
OR
EDUCATION:
Successfully completed at least two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a major directly related to the position of a Human Resources Specialist. OR
COMBINATION OF EXPERIENCE AND EDUCATION: combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your transcripts with your application.

GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent. Examples of specialized experience includes performing HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques; performing employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues; and gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
OR
EDUCATION: S
uccessfully completed at least three (3) years of progressively higher- level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position of a Human Resources Specialist. OR
COMBINATION OF EXPERIENCE AND EDUCATION:
I have a combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your transcripts with your application.

GS-12 through GS-15: Applicants must have at least one (1) year of specialized experience at the next lower grade or equivalent. Examples of specialized experience includes performing HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques; performing employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues; and gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
2. Knowledge of other HR processes and related HR systems that relate to recruitment and placement.
3. Knowledge of the of employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues.
4. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
5. Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
