Description About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.

Serve as a Life-Cycle Project Manager, with overall responsibility for initiating, planning, executing, and closing design, construction and/or services important projects utilizing various funding types such as MILCON, O&M, Host Nation, and Procurement funds.THIS IS AN OPEN CONTINUOUS ANNOUNCEMENT/STANDING REGISTER. It will be used to fill immediate and future vacancies. There may be multiple cut-off dates with the first being 31 December 2024.

Applicants will be referred periodically throughout the open period. Final application disposition will be completed once all positions have been filled or the announcement reaches the end of the open period as stated above. Applications will expire 90 days after submission. To remain eligible for consideration, reapplying is required every 90 days.

If you have returned from OCONUS within the past two years or less, your time previously served in the OCONUS area will be credited to your five year overseas rotation upon accepting this assignment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience for GS-11: One year of specialized experience which includes consulting and advising the supervisor on such aspects as priorities, staffing, funding requirements and project milestones for construction and engineering projects; problem solving by coordinating corrective actions or adjustments with responsible activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience for GS-12: One year of specialized experience which includes experience with managing numerous U.S. and Host Nation funded projects including planning, engineering, design, construction and other technical and administrative areas; coordinates actions and decisions with the technical managers, resolving conflict and settling conflicting issues applying a wide range of project management principles and techniques to assure conformance with established plan and principles. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone -- no substitution of education for experience is permitted.

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

***Special Note for Military Members***
MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement [** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists].

MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Applications will only be accepted from members of the Armed Forces that indicate they are immediately appoint-able within 120 days.
