Description The Education Program Specialist will be the Lead Program Specialist for VISN 23 and will provide direct mentorship and have daily oversight of the Talent Management System (TMS) Domain Manager for the MVAHCS, and indirectly for VISN 23 TMS Doman Managers. The position is located within the Minneapolis VA Education Service Line and reports to the Chief Nurse/Designated Learning Officer under the Associate Chief of Staff for Education.Job duties include, but are not limited to:
  • Integrate training products with an enterprise-wide learning management system that is shareable content object reference model (SCORM) compliant.
  • Lead the VISN 23 Team in designing and implementing techniques for evaluating the effectiveness of instructional and educational programs.
  • Provide guidance on VHA Directive 1052 appropriate and effective use of VHA Employee Mandatory and Required Training.
  • Mentor, coordinate and assist all other VISN 23 TMS Domain Managers with the cost analysis process through mentoring, providing information or directly contacting and working with the budget office from these sites as well as train technical personnel.
  • Generate course development tools including SOPs, forms, storyboards and instructional manuals.
  • Develop written and performance tests and survey instruments and determining reliability and validity of evaluation instruments.
  • Manage and provide accountability as the sole owner and manager of the VISN 23 e-Learning Web Server.
  • Coordinate establishment of work groups to migrate or update server to ensure zero loss of communication, learning activities, completions of learning activities or current/future availability of learning activated hosted, tracked, or available to VA staff within the VA TMS System as needed.
  • Research and develop programs to take advantage of technology based educational systems.
  • Lead the VISN 23 Team in designing instructional products and materials for classroom-based training, distance learning, computer based instruction, synchronous or asynchornous web-based training and other innovative delivery methodologies.
  • Create content development tools and trains subject matter experts (SMEs).
  • Lead the team in designing, developing programs and running assignments profile scripts in TMS to assign training based on data attributes defined in the personnel and accounting integrated data (PAID) system.
  • Coordinate with the VA National TMS Help Desk Tier 1 and Tier 2 staff to resolve any issues which arise with the operation and management of TMS.
  • Design and present mandatory training in the TMS Reports Function for sit and services TMS administrators, AO's and supervisors
  • Consult with VISN 23 Network Director, Medical Center Director, Associated Director, DLO, VISN 23 DLO/Chief Nurse, Service Chiefs and program owners regarding adding or removing Mandatory training requirements.
  • Troubles shoots LEAF errors for all MVAHCS staff.
  • Performs other duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirement - Individual Occupational Requirement (IOR) for the 1720 series:

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses OR,

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below OR,

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university OR,

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.


In addition to the Individual Occupational Requirement (IOR), candidates must meet the following Specialized Experience for the GS-12 level as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Broad understanding of a wide range of all functions and processes of the VA Talent Management System (TMS); Overall knowledge of the mission, function and organization of the VA healthcare delivery systems to provide consultation and advice to service; Ability to analyze and retrieve data as well as work with a database; Expert knowledge of software such as MS Windows, Office, Lectora, PowerPoint, Adobe and Snaglt for development of training materials and problem solving; Proven classroom instruction and training ability for all education levels and disciplines; Knowledge of navigating in a web-based environment in order to instruct and troubleshoot; Understanding of policies, regulations and directives to perform duties; Extensive communication skills, both oral and written as well as interpersonal skills. (This experience must be well documented in your resume or application package).

Physical Requirements: The work is primarily performed in an office setting and in a training environment
which includes sitting, standing, walking, and operating a computer. Carrying training materials and equipment such as a laptop, LCD projector, or flipcharts is required.
