Description About the position: This position is located at the Kadena Resources Management Office on Kadena Air Base, Okinawa, Japan.Performs purchasing functions for base-level 18th Force Support Squadron Nonappropriated Fund (NAF) Instrumentalities as the NAF Contracting Officer. Designated and authorized by certificate of appointment, is the base authority on NAF purchasing policies and procedures. Interfaces with vendors and buyers to acquire products or services for the 18th Force Support Squadron. Responsible for the development of contracting and sourcing strategies; solicitation, evaluation, negotiation, and award of contracts; oversees and performs the analysis and evaluation of cost or price proposals; administers contracts ensuring compliance with terms and conditions; and develops and provides business solutions to day-to-day contractual challenges. Negotiates contracts with a vendor or bidder and clarifies contract stipulations concerning the bid. Provides NAF purchasing technical guidance and assistance with NAF contracting policy. Responsible for proper selection of contract types and application of purchasing regulations in a wide range of contractual actions. Contracts may require inclusion and administration of supplemental provisions such as advance payments, option clauses, reproduction samples, and cost and price analysis statements. Evaluates offers and responsibility of contractors on the basis of competition, historical costs, reports from auditors or technical specialists; contractor cost breakdowns regarding labor, materials, overhead, or other evaluation criteria; and selection process. Based on analysis of past NAF purchasing trends, determines common-need items purchased frequently to warrant negotiation or "open-end contracts." Determines appropriate method of receiving proposals and solicitations. Prepares solicitation lists and issues requests for quotations. After receipt of quotations, analyzes based on prices, quality, delivery terms, warranties, drawings, specifications, and vendors' past performance. Negotiates with vendors to obtain best prices and terms. Makes awards determined to be in the best interest of the Squadron. Prepares contracts, including appropriate terms, conditions, and specifications; selects appropriate clauses and provisions. Performs supervisory responsibilities such as management of staff, recruitment, and training of personnel. Assigns work based on priorities and deadlines; consideration of the difficulty and requirements of assignments; and the capabilities of employees. Reviews work of subordinates for completion and adherence to established policies. Provides direction and continuous feedback on strengths and weaknesses and holds employees responsible for satisfactory completion of work assignments. Delivers and advocates recognition for employee's performance and contribution, using the full range of honorary and monetary awards. Coordinates with legal and notifies activities of the availability of the commodity. Uses purchasing regulations and directives; provides analysis of purchasing procedures for routine and non-routine services and supplies. Determines purchasing procedures for all base NAF Force Support activities and requires technical knowledge of the specialized and non-routine supply equipment and services needed for the squadron. Reviews purchase requests for capital expenditures and major supply purchases; evaluates requests for current funds availability required for work order approval; ensures accuracy and completeness of items; determines reasonable lead time of purchasing sources; and approves brand-name justifications. Determines purchasing authority such as in-house, base contracting, or AFNAF Purchasing Office (AFNAFPO). Enters required solicitation documentation into the Internet-based Purchasing System (IBPS). Uses IBPS to submit requests for quotes and process awards; completes receiving reports and closes contracts. Administers contracts for compliance. Meets with representatives of both NAFI and industry for deficiencies, negotiate changes and resolve differences. Analyzes claims, reviews costs, terminations and inventories. Effects reprocurement actions if necessary. Performs other related duties as assigned.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Qualifying Experience:
Must have prior working experience in a Force Support or Services Squadron. Knowledge of arithmetic practices used in business (e.g., discounts and warranties) sufficient to compare prices on recurring types of, procurements, e.g., standard commercial items. Knowledge and skill to apply guideline material by reading and interpreting procurement regulations and technical material, and translating the guidance into specific actions, e.g. assisting in the preparation of solicitation documents. Knowledge of contract administration sufficient to monitor a group of contracts, such as fixed-price with redetermination provisions, cost reimbursement, or contracts with incentive provisions. Knowledge of contract termination procedures sufficient to review and analyze settlement proposals, audit reports, technical evaluations, and subcontractor claims; to recommend or determine allowable costs, profit to be allowed, disposal of Government property, and similar issues; and to negotiate settlements with contractors. Must have responsible administrative, professional, technical, or other work which has provided a general knowledge sufficient to perform the duties of this position. Must have knowledge of various types of contracts and methods of contracting; and knowledge of common business practices relating to contracting principles, policies and procedures. Progressively responsible experience must be evident, or work which requires extensive knowledge of contracting techniques. Must be able to successfully obtain a contracting officer warrant. Must possess basic computer skills, basic word processing procedures and function keys to support office operations and produce a variety of documents such as form letters, entering data into a predefined spreadsheet or database. Must be familiar with Windows software. Skill in typing: a qualified typist is required. Ability to communicate effectively (oral and written). Ability to supervise and lead a team of employees. Incumbent is required to submit a Financial Disclosure Statement, OGE Form 450 (Executive Branch Personnel Confidential Financial Disclosure Report) upon entering the position and annually, in accordance with DoD Directive 5500.07-R, Joint Ethics Regulation, updated 17 Nov 2011.Some federal jobs allow you to substitute your education for the required experience in order to qualify.
