Description About the position: This position is Non-appropriated Fund (NAF) and is located with the Resource Management Flight on Kadena Air Base, Okinawa, Japan.


Provides professional accounting advice and assistance to all supported organizations. Supervises the operation and the work performed by the accounting staff in the Accounts Payable section. Serves as a staff expert regarding the operational accounting functions and the application of generally accepted accounting principles, policies, and procedures managing non-appropriated funds. Interprets, develops, adapts, modifies, or integrates accounting and financial policies and procedures. Reviews and analyzes operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting the asset, liability, revenue, expense, and budgetary accounts of supported organizations to ensure compliance with generally accepted accounting policies, new operating procedures, and revised regulations. Assures work distribution is equal and performed accurately, efficiently, and expeditiously to meet daily, weekly, and monthly deadlines. Supervisory duties include, but are not limited to leave approval, personnel actions, work review, training, position description and desktop procedures maintenance, performance evaluation, and guidance work. Performs supervisory personnel management responsibilities to include selection, promotion, reassignment, and personnel discipline. Develops performance plans, appraises performance, .and provides feedback. Uses appropriate rewards and corrective actions in performance management and regularly reviews employee development needs. Reviews proposed agency policy changes issued at the operating level. Assesses the impact of changes on the current accounting procedures. Participates in special projects to develop revisions to accounting procedures. Analyzes and evaluates accounting and financial policies, systems, and proposed system changes. Adapts and modifies existing systems to meet changing requirements. Identifies accounting needs not met by prescribed techniques and recommends improvements in accounting and financial procedures or services. Develops, coordinates, and analyzes accounting procedures to resolve operations problems. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when issues arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards and any injury, occupational illness, or property damage resulting from workplace mishaps to the immediate supervisor. Performs other related duties as assigned.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience:
  • A minimum of 3 years of specialized experience in NAF accounting procedures.
  • Extensive accounting and financial analysis experience.
  • Experience with standard business software systems such as Microsoft Office, Oracle, or other database program.
  • Experience with using utility programs to develop efficient database update and retrieval procedure.
  • Experience communicating effectively, both orally and in writing.
  • Thoroughly versed in double entry and accrual accounting.
  • Ability to provide briefing the upper management and leadership.
  • Experience maintaining Subsidiary Ledgers and handling out of balance conditions of an account.
