Description You will serve as a SEXUAL ASSAULT PREVENTION AND RESPONSE VICTIM ADVOCATE in the HQ Marine Corps at various location ofHQ US MARINE CORPS.GS-11 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing sexual assault advocacy services; developing and implementing crisis plan of actions and sexual assault assistance plans; assisting with developing and coordinating command SAPR prevention and awareness campaigns or events; and conducting education and training sexual assault workshops/seminars.

This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Must be able to obtain and maintain a U.S. Passport.

May be required to obtain a VISA dependent on the overseas country's laws/regulations.

You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Pay retention may be granted to the selectee recruited outside the area who accepts a downgrade when there in the lower grade that equals or exceeds his/her current of basic pay. Pay retention may be offered to selectees whose pay would otherwise be reduced when an employee applies through a formal recruitment program and is selected for a position at an overseas location per DODI 1400.25-V 536, June 28 2006, Para 3 c.

Overseas allowances may be authorized in accordance with Department of State.

A service agreement may be negotiated in accordance with the Joint Travel Regulation(JTR), applicable Department of Navy(DoN) policies, and local Marine Corps Bases Japan.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.Applicants must meet the following basic/positive education qualification requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:Applicants must possess:
  • Degree: behavioral or social science; or related disciplines appropriate to the position. OR
  • Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR
  • Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:Applicants may substitute the following education for the required specialized experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11
  • Successful completion of a Ph.D. or equivalent doctoral degree in a related discipline appropriate to the position OR
  • Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree. OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
GS-09
  • Successful completion of a Master's Degree or equivalent doctoral degree in a related discipline appropriate to the position OR
  • Successful completion of 2 years of progressively higher level graduate education leading to a master's degree. OR
  • A combination of experience and education as described above that equates to one year of experience.
