The primary purpose of this position is to perform developmental assignments which are designed to provide the employee, who is serving in a trainee capacity, experience in preaward and postaward functions, using a wide range of common contracting methods and contract types.Appointments are on a time-limited basis, Temporary or Term. Initial Term appointments will not exceed 2 years with the ability to extend for two additional terms (not to exceed 2 years for each extension) NTE a total of 6 years.

Spouses must accompany sponsor on PCS orders, be in the local commuting area, and currently reside with the sponsor. Basic Requirements for GS-5 through GS-12
  1. A 4-year course of study leading to a bachelor's degree with a major in any field;
or
  1. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Basic Requirements for GS-13 and Above
  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
and
  1. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

In addition to above, must meet the Specialized experience below:

GS-07: Applicants must have at least one year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience include Professional knowledge of a wide variety of Federal contracting laws, regulations, policies, processes and procedures; and contract types applicable to preaward and postaward actions. NOTE: You must submit a copy of transcripts.

GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledge of a wide variety of Federal contracting laws, regulations, policies, processes and procedures; and contract types applicable to preaward and postaward actions. NOTE: You must submit a copy of transcripts.

GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledge of a wide variety of Federal contracting laws, regulations, policies, processes and procedures; and contract types applicable to preaward and postaward actions. NOTE: You must submit copies of your official transcripts.

GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledge of a wide variety of Federal contracting laws, regulations, policies, processes and procedures; and contract types applicable to preaward and postaward actions.

GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledge of a wide variety of Federal contracting laws, regulations, policies, processes and procedures; and contract types applicable to preaward and postaward actions.

GS-14: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledge of a wide variety of Federal contracting laws, regulations, policies, processes and procedures; and contract types applicable to preaward and postaward actions.

1. Professional knowledge of a wide variety of Federal contracting laws, regulations, policies, processes and procedures; and contract types applicable to preaward and postaward actions
2. Knowledge of business practices and market conditions applicable to program and technical acquisition requirements.
3. Knowledge of contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis principles and techniques sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
4. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
5. Ability to plan, organize work, and meet deadlines.
6. Ability to communicate effectively, both orally and in writing

Other conditions:
The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
