The primary purpose of this position is: to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Resource Management Accounting Office, Force Support Squadron.

The organizational location of this position is: Pacific Air Forces (PACAF) - Kadena Air Base, Okinawa, Japan.
  • Plans, organizes, and directs the activities of Non-appropriated Fund Accounting Office (NAFAO), ensuring that functional work area complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents the 18th FSS with a variety of installation and functional area organizations.
  • Independently performs a variety of financial management assignments related to the receipt, disbursement, accounting for, and safeguarding of funds in accordance with establish principles, statutes, and policies.
  • Participates in special initiatives, studies, and projects.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Financial Administration and Program Series 0501

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing fiscal oversight, analysis and advisory services for the operational budget; responsible for accounting and financial management systems that support accounting, budgeting, payroll, procurement, disbursing, and statistical reporting; advises the squadron commander, squadron director, flight chiefs, activity managers, and others regarding financial and accounting aspects for Lodging; Laundry; Dining Facilities; and all Morale, Welfare, and Recreational businesses. In addition to planning and scheduling work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development, also proving the supervision and oversight at this level, which requires coordination, integration, or consolidation of administrative, technical, or complex technician or other support work comparable to the GS-7 level where the supervisor has full and final technical authority over the work.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of commonly used APF and NAF accounting and budgetary methods, practices, procedures, regulations, policies, processes and internal audit procedures to monitor financial services, formulate, justify and execute accounting, budget, and financial goals in support of the mission, structure, goals, work process, and programs of the organizations.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  4. Ability to communicate effectively, both orally and in writing.
  5. Skill in the application of federal contracting and procurement regulations, procedures and practices.
  6. Skill in the utilizing, designing and modifying accounting systems for analysis and identifying solutions to problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
