INTRODUCTION:
This position serves as an Information Technology (IT) Specialist (Network Infrastructure) within the Information Management Branch, Marine Corps Community Services (MCCS) Division, Marine Corps Base, Camp S.D. Butler, Okinawa, Japan. This position is responsible for maintenance and daily operation of the network routers, switches, Wi-Fi, CCTV, VOIP, and telecommunication equipment. The work involves analytical and evaluative duties related to networking with primary knowledge requirements of MCCS IT infrastructure and network design principles and concepts.
DUTIES AND RESPONSIBILITIES:
Monitors network performance and conduct detailed diagnostic analysis of network routers, switches, and wireless equipment. Utilizes collected data to take corrective action, resolve problems, and reverse negative trends before network issues arise. Analyzes and addresses various network problems, including outages, network responsiveness, routing protocols, VLAN configurations, CCTV, VoIP, Wi-Fi, and radio frequency issues. Isolates network outages to identify the inoperable component and provides recommendations and/or resolutions.
Configures, installs, tests, and performs maintenance on a wide variety of wide area and local area network hardware and software. This includes, but is not limited to, routers, switches, DSLAMs, connectivity devices, network appliances, wireless equipment, VoIP systems, CCTV, and various network applications.
Performs duties as a network connectivity monitor, taking both proactive and reactive actions in response to outages and issues.
Ensures that network equipment is properly backed up and that configurations are securely maintained.
Maintains the service ticket database and associated paperwork. Responds to high-level service tickets and project requests, and keeps the manager informed of progress and status.
Monitors the status of network circuits and takes corrective or coordinating action with the appropriate agency as needed.
Conducts advanced preventive maintenance on network hardware and software.
Surveys requirements for network connectivity and installs LAN cables and patch panels.
Possesses knowledge of Digital Headend systems.
Attends technical conferences and meetings to stay current with new software and hardware products for use within MCCS.
Provides advanced technical assistance by phone and in person to customers and technicians regarding system operation. Follows up to ensure customer satisfaction, quality of work, and job completion. Alerts higher-level supervisors or the appropriate point of contact when issues arise concerning work performance or customer satisfaction.
Adheres to safety regulations and standards, uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, injuries, occupational illnesses, or property damage to the immediate supervisor.

Propose improvements to update and modernize the network.

This position may require temporary duty travel from Okinawa, Japan, to other areas within MCIPAC
PHYSICAL REQUIREMENT:
Ability to lift up to 50 pounds and perform physical cable and network installations.
BASIC REQUIREMENTS:
- Successful completion of a four-year degree from an accredited college or university in computer science, information science, information systems management, or related coursework involving the development or adaptation of computer programs and systems; OR four years of progressively responsible network experience demonstrating skill and knowledge of enterprise network connectivity, including in-depth understanding of network subsystems with an emphasis on routing, switching, and telecommunications.
- Knowledge of DoD cybersecurity policies, network security principles, and system hardening best practices is essential for ensuring the confidentiality, integrity, and availability of network infrastructure.
- Must have a certification to meet or exceed DoDD 8570 IAT Level II security compliance. CompTIA Security+ within 6 months of employment is required. CCNA is highly preferred but not required.
- Strong technical troubleshooting skills and ability to analyze and resolve complex IT issues.
- Excellent verbal and written communication skills, with the ability to document technical processes clearly.
- Must possess a valid driver¿s license to operate vehicles on and off the base, in compliance with U.S. base regulations as well as Japanese off-base driving regulations.
QUALIFICATION REQUIREMENTS:
- Experience in network routing and switching that demonstrates strong skills and knowledge of IP-routed networks, with an emphasis on configuration, engineering, and system deployment.
- Experience with CCTV, VoIP, and wireless technologies (Access Points/Wireless LAN Controllers) that demonstrates expertise in network connectivity, focusing on configuration, engineering, and system deployment.
- Experience with Digital Headend systems, with an emphasis on troubleshooting, engineering, and system deployment.
- Experience with telecommunications standards, including fixed-plant cabling and telephone technologies.
- Experience working in a large-scale IT maintenance work center, with a solid understanding of maintenance concepts and methodologies.
- Knowledge of data security, with practical experience in PCI, HIPAA, and PII highly preferred.
- Ability to analyze, develop, and implement system designs and security measures to meet MCCS business requirements.
- Proven ability to provide technical support, customer service, and IT training to end-users and IT staff.
- Strong organizational skills, attention to detail, and ability to manage IT projects and service tickets.
This position has been designated as a position of trust. The incumbent must be eligible for a Tier 3 (Secret Clearance) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
